The Texas Comptroller of Public Accounts encourages the use of HUBs in the state procurement process through race, ethnic, and gender-neutral means. The purpose of the HUB program is to promote good faith effort business opportunities for all businesses in state procrement and contracting in accordance with 34 TAC 20.284.
