Title III of the Defense Production Act (DPA) provides various financial measures, such as loans, loan guarantees, purchase & purchase commitments, to improve, expand & maintain domestic production capabilities needed to support national defense & homeland security procurement requirements.

Title III also authorizes Federal Government procurement and installation of equipment in plants, factories, and other industrial facilities owned by the Government or private persons. A typical Title III project is focused on increasing production capacity and reducing production costs for new, state-of-the-art technologies needed for military and homeland security purposes.
It is true that the Department of Defense (DoD) is the only federal agency with an active Title III Program, but, Executive Order 13603 delegates the authority to other departments and agencies to partner with the DOD in sponsoring individual Title III projects for the national defense.
The DPA is the primary source of Presidential authorities to expedite and expand the supply of resources from the U.S. industrial base to support military, energy, space, and homeland security programs. The President's DPA authorities are delegated to the heads of various federal departments and agencies in Executive Order (E.O.) 13603.
